Query on the Reply to Message feature of Message Center in Oracle Transportation Management

A message is received on the message center. A reply is provided to the message using the action>> Reply to Message giving the message type id as a message type which has the Send to Message center as "Always" . The contact ID of the person to whom this message needs to be sent in the Contact Id field of the screen is provided . The Subject and the message is updated and saved. The expectation is that the message should be visible in the Message Center of the User associated to the Contact mentioned in the Reply to Message Screen. This does not happen
