Symptoms

On OTM version 6.2.2 version, when attempting to set up and use a Ground Service where the Ground Service has the same stop number more than once each time for a different location OTM cannot use that Ground Service.

STEPS

The issue can be reproduced at will with the following steps:
1. Create a Ground Service with 3 stops, but have two stops both marked as stop 2, each for a different location.
2. Attempt to plan using that Ground Service.
