Why are non-transactable items allowed to be pick released when ship set is enforced?

Goal
Scenario:
You have 10 order lines.
- 8 lines have items which are shippable / stockable in inventory
- The other 2 order lines have items are not stockable and not shippable
- All order lines are on the same ship set.
- Ship Sets and Ship Model complete is enforced.
Why does the system allow the order lines with the non-transactable / non-stockable items to be pick released; when one of the shippable lines has insufficient quantity on hand?
