Charge Account Is Invalid Error in iProcurement Even With Values INCLUDED in Security Rule

Symptoms

iProcurement checkout gives a value secured error on the charge account.  The values in the charge account and the accrual account are INCLUDED in the security rules, so there should be no error.

ERROR

Charge account is invalid. (Value secured: ONLY XYZ ABC LOCATIONS ARE VALID WITH THIS RESPONSIBILITY).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into iProcurement
2. Create a requisition and checkout
3. From the Requisition Information: Edit Lines page, the error is displayed:
