Manager Response Is Missing From Learner's Notification When Class Enrollment Is Approved/Rejected

This note provides a brief overview of Bug: 12426831
On : 12.1.3 version, Workflows and Notifications
Learner sends class enrollment request for approval to the supervisor, who approves/rejects enrollment and enters corresponding approval/rejection comments.
These do not appear on the subsequent approval/rejection confirmation notification sent to the employee. This is necessary for learner to understand why relevant action, especially rejection, was taken by Manager.
Expect find the comments from a Manager
The issue can be reproduced at will with the following steps:
Personalisations have been disabled
1. Send class enrollment request from Learner to Manager.
Login as Manager. Approval notification is received by Manager. Click on notification to take appropriate action
2. Manager Enter rejection comments and press Reject button
3. Login as Employee/Learner.
Rejection confirmation notification is received in worklist. Click on the notification to view details.
4. Rejection comments are not available for view by Learner.
These comments are necessary for learner to understand the reason for rejection and take any subsequent action if required.
Note:- Behavior is same when Manager approves class enrollment
