Symptoms

When uploading a TransOrder XML that then releases a Buffer order and a delivery order, the involved party and leg constraint information is only populated on one order.  The order that gets the info is random.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a TransOrder xml with Involved Parties constraints that releases a Buffer order and a delivery order.
2. Upload the xml into OTM.
3. The Involved Party information and constraints are copied only to either buffer or delivery order and randomly.
