Symptoms

 12.0.6 version, Core Functionality

When attempting to Run Drill down from Report Manager (Excel)
the following error occurs.

ERROR
-----------------------
oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-01000: maximum open cursors exceeded

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Publish FSG report from Report Manager
2.Open the output in Excel format
3.Click on Drill down
