Getting ORA-01403 and ORA-06512 at APPS.OE_INSTALL_BASE_UTIL when Attepting to Open the Transaction Details Form (Doc ID 1353397.1)

When attempting to open Transaction Details form while navigating from Transaction Error Processing form the following error occurs for only specific transactions.

ORA-01403: no data found

ORA-06512: at "APPS.OE_INSTALL_BASE_UTIL", line 11
 


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigation: Go to Oracle Installed Base Admin
2. Transaction Error Processing
3. Query for error date 18-Jun-2011
4. Transaction Details form opens, but the above error appear immediately after.
