OPM Quality Sample WorkFlow Notification to create sample Not Created after PO Receipt (Doc ID 1356135.1)

On : 11.5.10.2 version,

ACTUAL BEHAVIOR
---------------
For one item A, upon receiving the item (at receive stage, not delivered yet to inventory) sample required notification is not sent by workflow although notification is sent for the other items

EXPECTED BEHAVIOR
-----------------------
Expect to get sample required notification , like for the other items

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Specification creation against the item code A
Specification status is approved for general use.
Supplier Validity rule: SUPP1 site: SITE1.

2. Purchase order made for this supplier and item
Receipt entry completed, receiving is at Receipt stage
3. But notification to create sample is not seen for this item through workflow notification.
