Xliffloader Errors When Applying 6678700(NLS) Driver Patch. (Doc ID 1357075.1)

Symptoms

On : 12.1.1 version, ISSUES WITH FUNCTIONALITY OF AD UTILITIES

When attempting to apply NLS (JA) upgrade patch 6678700 for 12.1.1 it fails when loading xlf files. Following is example of one of the failure.. The other xlf files fail with similar error.

Problem with multiple xlf files.
