Budgetary Control Of Projects Is Not Working Properly (Doc ID 1359120.1)

Goal

Budgetary Control of projects is not working properly. When you create a purchase order for an amount greater than budgeted projects, you get the message:
 "Your budgetary control action completed successfully"
when it should reject. In the option view funds check in the budget/history, the costs that come from the inventory is not considered

All budgetary control is based on this option, and this control should be similar to the information displayed in Project Status Inquiry (PSI), because if the inventory has used $1000 USD  and the budget is $1200, it should only allow purchases up to $200. The control still shows an available budget of USD $1200, when PSI still has an available $200.
