ACTUAL BEHAVIOR
---------------
After a WSH_EXPORT_COMPLIANCE response is brought in, the REQUEST_CONTROL_ID is being populated with -99. Also, the message_id is not being populated.

EXPECTED BEHAVIOR
-----------------------
Expect the message_id to be populated from the interface data and the REQUEST_CONTROL_ID to be populated from this.
