Rate Basis Item Of Shipment Total Cost (At The Current Stage Of Rating) Does Not Work Using Maximum (Doc ID 1360288.1)

When displaying Cost Groups attempting to create 2 cost groups and using one as a “Maximum” of 2 costs based on Refnums instead of “Add”, the total cost is the sum of the 2 rate costs instead of the Maximum cost as expected.

STEPS

The issue can be reproduced at will with the following steps:
RGCG 21:
Cost 1: Charge 60.34 per Shipment
Cost 2: if loaded distance is null, $2.86/mile (required because at planning,
there is no loaded distance)
Cost 3: if loaded distance is not null, $2.86/mile of loaded distance
(required because during driver assignment, we only want to factor in loaded
miles, not empty miles)
Multi-costs rule: ADD the costs, because we have a flat charge PLUS a per
mileage charge

RGCG 101:
Cost 4: If the Shipment has a refnum called TRIP_TYPE, and the value is DNR4,
add a charge for 100% of the base cost.
Cost 5: If the Shipment has a refnum called TRIP_TYPE, and the value is DNR,
add a charge for 50% of the base cost.

Multi-costs rule: Take the MAXIMUM of the costs, because if the Shipment has
both the DNR3 and DNR4 refnum, we only want one charge, the higher charge

Result:
Shipment is rated, but of RGCG 21, only the 60.34 is applied.
