Unable To Launch Multiple Forms Sessions After Registering with SSO Due To Lock on FND_USER_PREFERENCES (Doc ID 1360722.1)

Symptoms

When an SSO user logs into forms, that one session prevents all others from accessing forms. A SQL trace or similar check for locked sessions indicates that there is a lock held on the FND_USER_PREFERENCES table by the first session and the other sessions wait eternally for this lock to be released.

Users such as SYSADMIN can login via AppsLocalLogin and successfully use forms (EBS Professional User Interface).

Recently cloned instance. Recent integration with Single Sign-On (SSO).
