Observe the Java console window as the applet fails to start:

Properties file path : C:\PROGRA~1\Java\JRE15~1.0_1\cctbuilder.properties
C:\PROGRA~1\Java\JRE15~1.0_1\cctbuilder.propertiesProperties file does not exist... creating...
java.lang.ExceptionInInitializerError

Caused by: oracle.apps.ies.builder.util.AssertionException: Property file load failed: C:\PROGRA~1\Java\JRE15~1.0_1\cctbuilder.properties (The system cannot find the file specified)
