FAGLTRN Transfer Journal Entries to GL - Assets Not Processing Any Line (Doc ID 1363105.1)

Symptoms

When running FAGLTRN 'Transfer Journal Entries to GL - Assets ', no line is transferred to GL.
No error is raised.  Simply, no line is picked up.
Accounting lines can be transferred to GL when this is done from the Create Accounting -Assets program in one step.

The issue can be reproduced at will with the following steps:
1. Connect to an FA responsibility

2. Use menu path Other : Requests : Run

3. Submit Create Accounting -- Assets in FINAL mode, with Transfer to GL parameter defaulting to No

4. Then, submit 'Transfer Journal Entries to GL - Assets' to transfer lines finally accounted but not transferred yet
