Symptoms
When attempting to update an element entry, the following error occurs.
ERROR

APP-PAY-51271: The assignment is not eligible for the element.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. People > Enter and Maintain > Assignment > Entries > Values
2. Attempt to update the value and get error.
