Rate Inquiry (RIQ) Fails But Shipment Builds Using PC Miler Rail City To City

Symptoms
On OTM version 6.2.x users reported problems running Rate Inquiry's (RIQ) using PC Miler Rail going from City to City, but Location to Location RIQ's to the same City would work correctly. When the City to City RIQ's are run the following error is generated in the logs. ERROR

The following is seen in the log:
Bad location/railroad combination.
Error in PCMilerRail result (pcMilerResult=Bad location/railroad combination.)
STEPS

The issue can be reproduced at will with the following steps:
1. Use RIQ to call to PC Miler to gain a rail result based on City to City.
