Symptoms

When baselining budgets, the following errors are received:

1. This plan version is locked by another user
2. ORA-54: resource busy and acquire with NOWAIT specified in Package PJI_FM_XBS_ACCUM_MAINT
Procedure WBS_HEADERS_LOCK
3. ORA-54: resource busy and acquire with NOWAIT specified in Package PJI_FM_XBS_ACCUM_MAINT
Procedure PLAN_BASELIME_PVT
4. ORA-54: resource busy and acquire with NOWAIT specified in Package PJI_FM_XBS_ACCUM_MAINT
Procedure PLAN_BASELINE
5. ORA-54: resource busy and acquire with NOWAIT specified in PackageFIN_PLAN_PVT Procedure Baseline_FinPlan
6. User-Defined Exception in Package PA_FINPLAN_PUB Procedure Baseline

But the plan version is not locked by any user.
