The following error occurs when attempting to end date element entries for elements that have standard rates associated

You are attempting to modify an element entry which is attached to a standard rate.

Steps
The issue can be reproduced at will with the following steps.

1) HRMS Manager responsibility
2) People -> Enter and Maintain
3) Assignments -> Element entries
