INCOIN, API and Program "Update item statuses with pending statuses" not updating 'Orderable on the Web' when 'Customer Orders Enabled' is Updated (Doc ID 1371912.1)

Symptoms

Case A) 
When attempting to update the status of the item using API ego_item_pub.process_item,the following error occurs.
ERROR
-----------------------
This item cannot be ordered on the Web
Cause: Orderable on the Web flag may be enabled only if Customer Orders enabled is on.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Necessary Attribute values to reproduce t his issue:
Item Status: Active
Customer Orders Enabled: Enabled
Orderable on the Web flag: Enabled
2) When we change the status of an Item (in Master Org) from Active to Obsolete, the application implicitly disables the Customer Orders Enabled flag (Order Management Tab) and Orderable on the Web flag (Web Option Tab)
3) But when we update the status of the item using API ego_item_pub.process_item the programs tries to disable only Customer Orders Enabled flag(Not Orderable on the Web flag) and raise the below error.
This item cannot be ordered on the Web
Cause: Orderable on the Web flag may be enabled only if Customer Orders enabled is on.
Case B) 
When attempting to run 'Update item statuses with pending statuses' concurrent program,
the following error occurs.
ERROR
-----------------------
Status attribute Customer Orders Enabled cannot be disabled when the attribute Orderable On the Web is enabled.
