Symptoms
A Rate Cost is configured to use Unit Breaks. The "Charge Multiplier Option" is set to "Greatest Individual Cost". When multiple Rate Unit Breaks match, OTM is selecting one of the choices, at random. The more expensive one is expected to be used due to the selection of "Greatest Individual Cost"
