Symptoms

Performance was not as expected for many reports:

Tax Reserve Ledger Report - FAS480.rdf
Cost Detail Report - FASCOSTD.rdf

Also, due to multiple threads, users were not able to run multiple reports at the same time because of a restricted number of max requests allowed for a user at any time.
