Check Writer (XML) Not Spawning Payroll File Reporters, Error: 'Unable to create font cache directory' (Doc ID 1375039.1)

Symptoms

When submitting Checkwriter XML, the payroll file reporters are not launched.  This can also be seen with Retro-Notifications Report (Enhanced) - PDF or other XML processes.

When running the process with pay action parameter logging 'GZT' and threads set to 1, the following error is seen:
