Symptoms
On OTM version 6.2.2
ACTUAL BEHAVIOR
---------------
Agents using "Before persist" checkbox are not triggered by transmissions.
The Shipment Actuals logic is no longer initiating Pre-persist agents.
Previously users had the ability to setup a pre-persist agent listening for Shipment Modifications (Integration). This agent could control whether or not to persist the Shipment Actual based on conditional logic (i.e. Status Query).
EXPECTED BEHAVIOR

Expect "Before persist" agents to be triggered by transmissions.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a before persist agent to be triggered by a transmission.
2. Send in a transmission and note the agent is not triggered.
