Symptoms
Periodic alert errors out. Error message is:

APP-ALR-04131: Cannot send mail (system failed) (ROUTINE=alssmn_wf_jmailer) (FILE=alr/lib/alssmn.c) (LINE=1429)
APP-ALR-04124: Oracle Alert was unable to deliver your message (ROUTINE=alssmn_email) (FILE=alr/lib/alssmn.c) (LINE=428)
