Workflow Deferred Agent Listener SYSTEM DEACTIVATED With oracle.apps.fnd.cp.gsc.ProcessorException: Could not executeUpdate() (Doc ID 1379004.1)

Symptoms

Trying to start the Workflow Deferred Agent Listener, but it stops on its own and going to a "System Deactivated" state and the Workflow Agent Listener log shows the following error:
