Symptoms
When attempting to receive / deliver a Purchase Order (PO) that was received and returned to a supplier the following error occurs in the RVCTP log file:

Concurrent Manager encountered an error while attempting to start your immediate concurrent program RVCTP. Routine &ROUTINE received a return code of failure.

Steps
The issue can be reproduced at will with the following steps:
1) Navigate to the Receiving Receipts form (RCVRCERC.fmb).
Search for a PO - Enter header - Select the line - Enter subinventory - Save.
2) View request and find the Receiving Transaction Processor ends with warning.
