Inbound SOAP Transmission Incorrectly Saved When TransmissionAck Is Included (Doc ID 1382018.1)

Symptoms

The inbound staging logic is not saving the Transaction record correctly for Transmissions containing a TransmissionAck.
When looking at the XML_BLOB column for the transaction record created when staging the inbound message, a 'not well formed' error can be seen.

This occurs BEFORE the TransmissionAck interface is called to execute the status update. This differs from the logic to process a SOAP reply because the reply process calls the TransmissionAck interface explicitly rather than staging the XML as is done for inbound transmissions.
