Merging Two Manually Created Shipments Cause Order to Disappear From Shipment Equipment

Symptoms
Two orders are planned via the "Manual" action. The shipments are then Merged (e.g. Optiimize merge). This looks like it is successfully merged (confirmation page is shown with single shipment), but only one order is on that shipment. The other order still shows as planned, but not referenced to any shipments (and therefore left corrupt - as it can not be planned, nor unassigned)
