Symptoms

After an upgrade from 12.0.6 to 12.1.3 the following objects become invalid :

HR_AE_ASSIGNMENT_API PACKAGE BODY APPS
HR_AE_EMPLOYEE_API PACKAGE BODY APPS

--- steps to reproduce
1. Upgrade from 12.0.6 to 12.1.3
2. check that the packages HR_AE_ASSIGNMENT_API and HR_AE_EMPLOYEE_API are invalid
