REGION_DETAIL Upload Via CSV Does Not Update Sequence

Symptoms
After loading Region Details via CSV, when trying to edit the region in the UI, an error is received on the Sequence, even if the sequence is assigned by the database (i.e. the SEQUENCE_NUM is not provided on the CSV upload)
Cannot add the REGION_DETAIL record. [REGION_GID, SEQUENCE_NUM] must be unique.
java.sql.BatchUpdateException: ORA-00001: unique constraint (GLOGOWNER.PK_REGION_DETAIL) violated
