WMS Pick Strategy Failing at Pick Release For a Non WMS Organization (Doc ID 1389115.1)

Symptoms

On release 12.1.3:

Pick Selection List Generation concurrent program (WSHPSGL) completes in warning with the following message in the request log and the sales order line gets backordered whereas there is enough available quantity for the related item.

The problem occurs with one shipping organization only.
This organization is not WMS enabled. Other organizations are WMS enabled and it is working fine for those organizations.

Per the Inventory debug information, the WMS rule engine is selecting a Pick strategy and all WMS rules assigned to this strategy are failing like below:

Expect not getting any WMS Pick strategy involved for non WMS organizations.

-- Steps
1. Create and book a one line sales order.
2. Go to Release Sales Orders form and launch the pick release with Auto Allocate=Yes and Auto Pick Confirm=No.
3. See the Pick Selection List Generation concurrent program completes in warning.
4. Query the sales order in Shipping Transactions form. See the line got backordered.

Changes

Just created the problematic Inventory organization. It is the first one which is not WMS enabled.
