XML Publisher Report Fails And OPP Log File Shows "Java.Io.Utfdataformatexception: Invalid UTF8" (Doc ID 1389804.1)

When running XML Publisher reports, sometimes they end in status warning or error and the OPP log file has error message "Due To Invalid UTF8 encoding":

The issue can be reproduced at will with the following steps:
1. Run the XML Publisher report.

2. View the OPP log when it fails.
