"Orders Planned" Link Not Showing All Order Releases Included in Bulk Plan

Symptoms
"Orders Planned" link on the Bulk Plan Results screen is only bringing up orders in the PLANNING_PLANNED statuses (i.e., FINAL, HOLD, PARTIAL) (but of course not including FAILED). It is not bringing up orders in the PLANNING_EXECUTED statuses (e.g., FINAL, PARTIAL). It should bring up orders in these PLANNING_EXECUTED statuses.
