Special Service Is Not Considered When "Choose Least Cost" Service Provider Is Executed (Doc ID 1393404.1)

Symptoms

A Special Service is added to a shipment via a Tracking Event. The Special Service is successfully added using the Agent Action: (TRACKING EVENT TO SHIPMENT) UPDATE SPECIAL SERVICE. When the shipment action "Choose Least Cost" action is executed, the shipment is updated, but the newly added Special Service is deleted, therefore not being part of the shipment cost consideration.
