Previously Entered Data is Cleared When Using a Manager Layout where Ship Unit is Moved to Header Tab

For an order release manager layout, all required fields are placed on one tab so that the ship unit tab is now located on the same page as the order id, location ID, etc.. However, when creating a new order, the previously entered data is deleted when creating a new ship unit.
