Retropay (Enhanced) Does Not Process Assignments That Are In the Retro-Notifications Report (PDF)

Information in this document applies to any platform.
Find that the Retro-Notifications (Enhanced) Report shows employees to be processed, but when the Enhanced Retropay process is run, not all assignments are processed as expected.
Also noted is that when this happens, Payroll Process Results form displays 'Retropay by Element' instead of 'Retropay (Enhanced)'
Steps to Reproduce:
The issue can be reproduced at will with the following steps.
- Run Retro-Notifications Report (Enhanced) - PDF
- Run Retropay (Enhanced)
- Check payroll process results and find that not all assignments were processed
