Workflow Notification Mailer Remains in Starting Status (Doc ID 1400353.1)

On: 12.1.3 version, Generic Service Component
when attempting to start the workflow mailer,
the following error occurs:

[Jan 24, 2012 1:05:28 PM EST][BES Dispatch Thread,5,main]:XXX.XXX.XX.XX:75957:1327428318189:104:ERROR:[SVC-GSM-WFMLRSVC-60934 : oracle.apps.fnd.cp.gsc.SvcComponentContainer.onBusinessEvent(BusinessEvent)]:java.lang.RuntimeException: Connection refused
at oracle.apps.fnd.cp.gsc.SvcComponent.performValidateParameterValues(
at oracle.apps.fnd.cp.gsc.SvcComponent.start(
at oracle.apps.fnd.cp.gsc.SvcComponentContainer.handleComponentEvent(
at oracle.apps.fnd.cp.gsc.SvcComponentContainer.onBusinessEvent(

The issue can be reproduced at will with the following steps:
a. Workflow administrator Web Applications Responsibility
b. Workflow Manager
c. Click on Notification Mailers icon
d. Select Workflow Notification Mailer
e. Select Start from the list of values (top)
g. Click on go.

Also, the same "connection refused" error happens when trying to change the mailer log level to statement
