Revenue Recognition Displays Message 'Unprocessed or Partially Processed Transactions' and Does Not Fully Process 0 Dollar Credit Memo with Rules (Doc ID 1401223.1)

Symptoms

The Revenue recognition program displays warnings, with some transaction as 'Unprocessed or Partially Processed Transactions'.

Responsibility: Receivables Manager
Navigation: Control>Accounting>Revenue Recognition
     Run Revenue Recognition from LOV
     Use default values.

When reviewing the item(s) through the form, they are 0 dollar Credit Memos with Rules.
If Revenue Recognition is rerun, the Credit Memos are not processed.

Review of the data in ra_cust_trx_line_gl_dist_all table for a Credit Memo with rules that is being partially processed by Revenue Recognition.
Unearn rows associated wtih REV rows have incorrect rec_offset_flag.

Review of the records in the ra_cust_trx_line_gl_dist_all table for a Credit Memo with rules that is being processed for Revenue Recognition.
