Creating a New Release Instruction Screen with a Default Value Other than "Unit Amount" and Find the Screen Still Shows "Unit Amount"

Symptoms
On OTM version 6.2.1 changing the "Release Instruction" default to something other than "Unit Amount" on the Order Base Line screen does not change the defaulted value when this screen is used.
It is expected that if Unit Amount is not used then the Release Instruction screens should not display Unit Amount.
Replication steps:
1 - Create a Manager Layout by setting the "Release Instruction" drop down to "Weight Amount" and add this to an Order Base Screen Set.
2 - Link the screen set to the menu.
3 - Search for the Order Base Line and create a NEW Release Instruction.
4 - Notice that "Release Instruction" is still set to "Unit Amount". It is expected to be "Weight Amount".
