Order By Item Report Shows No Data Found

Information in this document applies to any platform.
On : 12.1.3 version,
Orders by Item (XML) Report prints the same Order Type on the output even when the program is run for a range of Order Types. Also the report at times gives no data found when a range of order types is specified.
The issue can be reproduced at will with the following steps:
1. Order Management Super User
2. Reports, Requests > Run Reports > Single Request
3. Run the Orders by Item Report (XML) report
