Symptoms
On : 12.1.3 version, Tolerance is set and the change in the requisition requires approval.
It is expected not require the approval due to tolerances set, as the reduced value is within the lower tolerance of 100%.
Steps To Reproduce
1. Set the maximum increment upper tolerance to 10% and lower tolerance to 100%.
2. Submit a change request for less than this value but the document still requires reapproval.
