Symptoms

Withholding amount is not calculated correctly for amount range based calculation

EXPECTED BEHAVIOR
Withholding amount will be calculated correctly for amount range based calculation.

STEPS TO REPRODUCE
1- Create invoice at payment time.
2- Create PPR and check 'Stop Process for Review After Scheduled Payment Selection'
3- When Invoice Pending for review, terminate PPR
4- Create new PPR or make payment then withholding tax will no longer calculated.
withholding tax amount is always 0.
