Symptoms

In 12.1.3 when attempting to approve a Purchase Order (PO), the following error occurs:

Error Messages: Unexpected error occurred during Tax Calculation.
Exception: 023 - An unexpected error has occurred. Please contact your system administrator. Please correct the problem or contact your System Administrator.

The FND log additionally shows the following error message:

Error occurred in POP_ESTB_ID : ORA-01403: no data found
ZX_API_PUB: CALCULATE_TAX:ZX_SRVC_TYP_PKG.calculate_tax returned errors
