WebADI Can Upload Journal For Budgets On Frozen Budget

Symptoms
Using the Journal Wizard single - journal allows upload of data to frozen
budgets without error or warning if the budget name is manually typed into
the integrator.
The same budget name is not available via the budget lov, but can still be
manually entered and used in the spreadsheet which then allows it to upload.
Validation is also not happening when the Budget is open, but the period is
closed.
Upload is submitted with validation - upload does occur without any error or
warning.
This upload should error if attempting to be done to a frozen budget.
