On : 12.1.3 version, Customers Module, you are unable to create personalizations on the Customer Account page at SITE level

Steps to Reproduce:
Responsiblity: Receivables Manager
Navigation: Customers > Customers
- Query by registry ID (xxxx), 1 customer and 3 accounts displayed
- View the customer details, Customer Overview page displayed
- Personalize Page
Personalization Context shows
Scope Page: Customer Overview
Document Name /oracle/apps/ar/cusstd/ovrview/webui/ArCusOvrPG
Function AR Customer Overview
Responsibility Receivables Manager
- Select Link: Profile
- Site level not available for personalization
