On : 12.1.3 version, LOTSERATT

ACTUAL BEHAVIOR
---------------
Use public API INV_LOT_API_PUB.UPDATE_INV_LOT to update some data for lot.
The API nulls out columns in MTL_LOT_NUMBERS.

EXPECTED BEHAVIOR
-----------------------
API procedure INV_LOT_API_PUB.UPDATE_INV_LOT retains the values of columns in MTL_LOT_NUMBERS which are not passed

The issue can be reproduced at will with the following steps:
1. Use INV_LOT_API_PUB.UPDATE_INV_LOT
