Symptoms
On GTM version 6.2.2 when a GTM Transaction is updated to have a license added by populating the License Number, License Quantity and License UOM (Unit Of Measure) in the database those three fields are updated but the LICENSE_ADDED_BY and LICENSE_ADDED_ON fields are not populated.
EXPECTED BEHAVIOR

Expect the LICENSE_ADDED_BY and LICENSE_ADDED_ON columns to be populated int eh database.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a GTM Transaction.
2. Populate the License details: License Number, License Quantity and License UOM (Unit Of Measure).
3. Check the database table GTM_TR_CONTROL_SCREEN and note the LICENSE_ADDED_BY and LICENSE_ADDED_ON columns are not populated.
