Symptoms
When attempting to use HR_PERSON_API.UPDATE_PERSON, the following error occurs.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Call HR_PERSON_API.UPDATE_PERSON to set the value of XXXX.
2. The flexfield is both enabled and displayed.
3. This is a newly created flexfield and the attribute hasn't been used before.
